Voltage was beaten by Luke Littler in Berlin last week in a close match that ended 6-5, while Smith overcame Nathan Aspinall before losing out to Michael van Gerwen in the semi-finals.
2019 Premier League runner-up Cross is looking to build momentum in his campaign but Bully Boy has shown he is in superb form.
Night one winner Michael Smith, talking to Sky Sports, about his quarter-final with Rob Cross: "This morning I remembered I won here last year so hopefully I can do it again. I want to get to 20 points as soon as possible so I don't have to force myself.
"It should be a good game and the crowd should have some fun. It should be a good contest."

We know Luke Littler is going to do special things. Anyone who gets sick and tired of talking about him is watching the wrong sport because he's a once in a generation player.
He will win nights during the Premier League. He just adds excitement to the game.

He hit a nine-darter on his way to winning the Bahrain Masters and this week he did it again on his Players Championship debut.
His second nine-darter of the year came in his 6-1 win over Michele Turetta in the last 32 and he proceeded to beat Ryan Searle in the final.

Humphries took on Luke Littler in the semi-finals but it was 17-year-old Littler who came out on top again in a 6-5 win.
Michael Smith carried on where he left off after winning night one by beating Gerwyn Price in the quarter-finals but he was beaten by Michael van Gerwen in the semi-finals.
Littler dispatched of Rob Cross and Humphries to set up a final with Mighty Mike.
Dutchman Van Gerwen came out on top to claim night two with a 6-5 win.
