A great deal of spam is actually emailed from PCs which have been infected with software which allows the bad guys to cause the PC to fire off thousands of spam emails, and so the cost would be carried by Joe Public when his PC was infected. Admittedly it might make people take more care in keeping the anti-virus software up to date, but it would be a case of shutting the door after the horse had bolted.
