Is it time to end universal child benefit?

The row about working parents losing out on government funded childcare vouchers has escalated, with some former ministers warning that it could cost Labour votes at the next election. The government says it wants to target resources at those who need help most, using the money instead to provide nursery places for some two year olds. It's an argument that can be applied more widely to other benefits and in recent months some have questioned the payment of child benefit to all, whether they need it or not. On Woman’s Hour we look at the arguments for scrapping what has been described by one think tank as 'middle class welfare'.
