see my definition of cities under city section - turn on the bright lights and bedazzle the crowds all that electricity costs money but eventually the lights have to be turned off and then the early morning street sweepers find the rubbish and the empty beer bottles and the dead bodies lying around.
Yes we can turn on the lights but all that glitters is not gold. We were never made for cities - they just continue growing like a cancerous pumpkin devouring all in their path and trying to llok like a tart in a nice frock!
Looking at the photo reminded me when I was in Paris as an 11 years old boy in 1973. It was beautiful.
I think one of the current problemmatic things in British cities is the way that property developers have complete free reign as to how they develop (or not) a site. Then how they fail to mantain it. Two examples from Newcastle, where I live: A London based developer has bought the old Odeon cinema which is bang in the city centre. This grand old building, with the same 1930's design as New York cinemas of the same period has been boarded up and sad looking for about 4 years. The developers don't live here, so they don't have to see the effect it has. A bingo hall with massive carpark has been developed on another site just outside the city, near a large residential area. After a year, the paving stones around the carpark are subsiding, weeds and litter are choking the rudimentary flowerbeds. Cities don't belong to citizens enough, they belong to outside developers who often behave irresponsibly.
Erm... I'll get back to you on that one, its a big picture and I'll need some time to think about it. Architecturally, historically, experientially etc etc ....

All modern cities seem to me to be gradually becoming the same to look at, and will eventually become the same to live in.Uniformity makes it easier for businesses to operate.
