The violence of the Mexican cartels is on the rise, and drugs continue to be smuggled into the US.

With the Mexican president's new policy of 'hugs not drugs' failing to reduce drug-related violence, and Trump's rhetoric still focusing on the wall, could a reduction in the US appetite for drugs be the change that's needed?
