When is it legitimate for one country, or a coalition of countries, take military action in another? The United States, France and Britain all decided last week to conduct air strike in Syria in response to the alleged use of chemical weapons. Paul Wolfowitz was US deputy defence secretary in 2003 when President George W Bush launched military operations in Iraq. Here he argues that the United Nations Security Council is not fit for purpose as a forum for deciding on intervention.
