Why it matters

While our aim is for all users to access all features of ±«Óãtv websites and apps, it is recognised that technology both restricts and extends what is possible. In providing the best experience to the broadest range of users, we should neither discriminate against users with access needs nor give one group special privilege over another.

Defining a core purpose helps to prioritise which aspects of an experience need to be accessible across the broadest range of technologies. The core content would be those elements that fulfil the core purpose of the document. The accessibility of non-core page elements still matters.
